Agile Edge is led by Managing Director Munr, a qualified civil engineer with over 16 years of end-to-end experience across the public and private infrastructure sectors. Munir began his career as a graduate engineer in Boral’s asphalt division and, within two years, rose to become a Senior Site Supervisor on the Peninsula Link Freeway — the company’s largest project at the time. He later joined Manningham City Council, where he managed the Roads & Infrastructure department and led strategic maintenance planning for the municipality. Munir went on to lead the contracting team for Victoria within Downer’s national surfacing business, overseeing all major asphalt and pavement projects across metro and regional Victoria. From 2021 to 2023, he was Business Development Manager for Boral Asphalt, helping drive strong market growth and operational performance. This broad-based career forms the foundation of Agile Edge’s capability to support contractors, councils and developers with real-world insight, technical depth and commercial strategy.

Agile Edge was appointed as the lead consultant by Alpine Shire Council to undertake a complete review and upgrade of their Road Management Plan (RMP) — a critical document that underpins council’s legal defence and service delivery obligations. Our team was responsible for leading the  process end-to-end: from auditing road classifications across the network to rewriting the RMP in full alignment with new Municipal Association of Victoria (MAV) standards, benchmarking against neighbouring councils, and coordinating community engagement. This high-stakes, multi-phase project required expert knowledge of civil infrastructure, policy compliance, and public sector governance — all of which we delivered with precision. The result was a fully modernised and defensible RMP that empowers Council to manage risk, allocate resources more effectively, and withstand public and legal scrutiny.

Road Classification Review

Agile Edge undertook a detailed review of Alpine Shire’s entire road network, assessing existing classifications against actual road use, access needs, and legislative standards. We identified roads warranting reclassification and provided justifications based on asset function, connectivity, and community value. This process helped Council ensure the Road Register was both compliant and defensible, while improving service delivery expectations across its diverse rural and urban network.

RMP Redevelopment & Policy Alignment

We led the complete redevelopment of Alpine Shire’s Road Management Plan, modernising the document to align with MAV model frameworks and the practices of nearby municipalities. The revised RMP reflected a risk-based approach to inspection and maintenance that balanced Council capability with statutory responsibilities. Every section was designed to stand up to audit and legal review, with clear logic, sound risk assessments, and defensible intervention and response timeframes.

Stakeholder & Community Engagement

Agile Edge facilitated structured engagement with both internal departments and the broader community, ensuring the revised RMP was not just technically robust but also widely understood and publicly defensible. We supported Council through internal policy upgrades, and community-facing communication material. This collaborative approach strengthened buy-in across Council and helped mitigate future reputational and legal risks by demonstrating procedural fairness and transparency. Our engagement strategy ensured the RMP was not only adopted smoothly but positioned Council as proactive and accountable in its infrastructure governance.
